Ya os comenté que en Japón los desempleados también tenemos que pagar el seguro médico y la pensión de jubilación aunque no tengamos ingresos. Pues hoy os voy a contar algunas dificultades que tuve a la hora de pagar el seguro médico.

この間ブログにも書いたけど、日本では収入がなくても無職の人でも保険料を納めないといけない。今日の話は今まで出会ってしまった納め方の分かりづらいところ。

I have written before about how unemployed people in Japan must pay their national medical insurance even when they have no income. Today, I’m talking about difficulties I had at paying my insurance.

Mi cartilla del seguro – 僕の保険証 – My insurance card

Poco después de ir al Ayuntamiento a pedir que me cambiaran de la Seguridad Social (社会保険) al Seguro Médico Nacional (国民健康保険), me llegó una carta con mi nueva cartilla del seguro junto con un impreso para domiciliar los pagos. Pero yo no quería domiciliar los pagos porque aún no sabía cuánto me iban a cobrar.

区役所に行って、社会保険から国民健康保険の切り替えをお願いしてからしばらくしたら新しい保険証が届いた。その封筒にも入っていたのは、自動振り込み依頼書。しかし保険料を教えてもらっていないのにその依頼を出したくなかった。

Soon after I went to the City Hall to ask them to switch me from Social Insurance (社会保険) to the National Medical Insurance (国民健康保険) I got in the mail my new insurance card and a direct debit form for paying the insurance itself. But I didn’t want to direct debit it yet because I hadn’t been told how much I had to pay.

Así que fui a consultar y me dijeron que la cantidad me la dirían después. Me pareció muy confuso que me enviaran primero el impreso de la domiciliación, pero como me dijeron que no hacía falta que lo rellenara todavía si no quería, pues ningún problema.

また相談しに行ったら、保険料はもうしばらくしたら郵送で教えてもらえる、とのこと。自動振り込み依頼書が先に送られてきたのは確かに分かりづらいけど、まだ出さなくてもいいと言われたからまあ、いい。問題なし。

So I went to ask them about this and they told me I’d get later another letter telling me the amount. I found it very confusing to get the direct debit form before knowing how much I should pay, but since they told me I didn’t have to fill this form yet, I was OK with it.

Primera factura – 最初の納付済通知書 – The first bill

Después me llegaron las facturas del seguro para todo un año, para que las fuera pagando cada mes, y vi la cantidad. 27200 yenes al mes. Esta cantidad se calcula a partir de mis ingresos del año pasado, y es demasiado dinero ahora que no tengo ingresos. En enero se puede solicitar que revisen la cantidad del año anterior en función de los ingresos del mismo año anterior y te devuelven la diferencia, lo que parece mucho más justo. Esta cantidad en mi caso creo que bajará mucho.

もう少しで1年間分の「納付済通知書」が届いて、1ヶ月分はなんと27200円だった。この金額は去年の僕の収入によって計算されていて、無職で収入なしの僕には高すぎる。1月には「減免制度」というのを申請すると、昨年の保険料を昨年の収入によって再計算され、納めすぎたのが戻ってくるらしい。僕の場合の金額はかなり下がりそうな気がする。

A while after I got bills for paying every month, and I saw the monthly fee was 27200 yen. This was calculated from the income I had last year, and is too much money now that I have no income. They have a revision policy that you can ask them to apply in January so they recalculate your fees based on your income of the year that just finished (what sounds more fair) and return you any money you have payed in excess. I think that should reduce my bills a lot.

Factura rebajada – 値下げ後の納付済通知書 – Reduced bill

Pero como yo insistí en que no tenía ingresos para pagar este palo de seguro de aquí a enero, me dijeron que podía pagar solo una parte y ya haríamos cuentas en enero cuando volvieran a calculármelo. Así que acordamos que por ahora yo solo pagaría 10000 yenes al mes y los otros 17200 quedarían apuntados para enero. El hombre parecía muy acostumbrado así que me dio la impresión de que hay bastantes casos así.

1月まで、言われた金額を払えるかどうか分からないと伝えたら、毎月一部だけを払っていいと言われた。残りは1月に減免制度と一緒に決済したらいい。おかげで毎月1万円だけ払っている。対応してくれた公務員さんはこの手続きにかなりなれていそうな顔をしていたので、よくある場面の気がした。

But I insisted that I might not able to pay full price all the way until January, so they told me I could pay just a part of the bill every month and we’d work it all out in January when the revision policy triggers. The guy that was dealing with me didn’t seemed surprised at all, so I got the impression that this situation isn’t rare at all.

Factura de lo que falta – 残り金額の納付済通知書 – Bill for the remaining fee

Y podéis imaginaros mi sorpresa cuando la semana pasada me llegó una factura del Seguro Médico Nacional correspondiente a junio, en concepto de los 17200 yenes que faltaban. Les conté mi historia y me dijeron que es normal que lleguen estas facturas, que las ignore. ¿Todo esto es muy confuso, o solo me lo parece a mí?

ビックリしたのは、6月分の残りの保険料の17200円の「納付済通知書」が先週届いたってこと。わけ分からないでしょ？問い合わせたらこれが届くのが普通で、無視して下さいとのこと。分かりづらくてしょうがないだろう？

Now picture my face when I got a bill in the mail last week for 17200 yen worth of June’s medical insurance. That’s exactly the amount they told me I didn’t need to pay right now! I asked them about the bill and they told me these bills always are sent, and that I should ignore them. Don’t you think this is very confusing?
