A por el carnet de conducir japonés 免許を取りに行ったが・・・

El año pasado decidí pedir una traducción oficial de mi carnet de conducir para poder hacerme el permiso de conducir japonés, pero la tuve guardada hasta hoy que he decidido ir a Tráfico.

日本の運転免許をもらえるように、去年自分のスペインの免許の翻訳を頼んだ。今日まで放っておいてきたけど。

Last year I got a translation of my driving license so that I can get my Japanese license, but I didn’t use this translation until today.

El Centro de Exámenes de Conducción (lo que llamaríamos «Tráfico» en España) de mi ciudad está un poco apartado de la civilización y tardé casi media hora por la autopista. En bici, claro, y por debajo. Había carril bici, algo bastante raro en esta ciudad.

福岡自動車運転免許試験場は都市の中心から結構離れていて、都市高を30分程走った。走ったのはチャリで、都市高の下だけどね。珍しく、自転車に載るのによく準備されていた。

Fukuoka’s Driving License Examination Center is quite far from the center and it took me almost 30 minutes on the highway. Actually more like under the highway, on my bike. The road was very well prepared for bicycles, which is not usual here.

Con mi permiso español y una traducción oficial que me hizo la Japan Automobile Federation o JAF tengo suficiente para tener el carnet japonés (también hay que presentar otros documentos de los que te piden para cualquier trámite). Aunque según el país que expidió el permiso original hay veces que es necesario examinarse, como ocurre con los permisos de EEUU.

僕の場合はスペインの免許の原本と、JAFに頼んだその翻訳と、その他に普通に頼まれる書類を出すだけで免許が出る。免許を発行した国によって試験を受けないといけないときがあるけど（アメリカの場合）スペイン発の免許を切り替えるに試験は不要。

With my Spanish license and the translation I got from the Japan Automobile Federation (JAF), as well as some other usual documents, I am able to get my Japanese license. But depending on the country that issued your original license you may have to pass an exam. I read USA license holders must take the exam.

Como ahora ya no tengo obligación de estar en una oficina a las horas en que se hacen estos trámites, he aprovechado hoy. Claro que luego me toca recuperar trabajo a otras horas.

今は毎日営業時間にいく会社がないので、仕事を後回して試験場に行ってみた。

Since now I don’t have to go to an office at the time one usually does this kind of paperwork, I postponed my work to a different time and went there.

Y a las 2 de la tarde llegué al Centro. Es un edificio muy grande (aunque hay 4 centros en la provincia) y tiene un recinto para hacer el examen práctico de conducción, que en España al menos el de coche se hace por la ciudad.

到着したのは午後2時。福岡県に試験場が4ヵ所にあるけど、建物はでかかった。技能試験のためのコースを初めて見た。スペインで自動車運転免許をとる時の技能試験は町中でしか行われない。

I got there at 2 pm. The building is very big, although there are 3 more centers in Fukuoka Prefecture, and it has a course for practical driving tests, which I saw today for the first time since in Spain we only take our practical tests on real streets.

Imaginaos mi sorpresa cuando después de ver todos mis documentos y decirme que estaban bien, me dijeron que no podían hacerme el permiso porque estábamos fuera del horario. El horario en cuestión para este tipo de cosas es de una a una y media de la tarde y de lunes a viernes. Tonto de mí, que debí haberlo buscado mejor antes de ir. Aunque busqué, vaya si busqué.

窓口に言って、担当者の方に書類を出して、書類はそろっていると言われた。でも次に言われたのは、この手続きの受付時間は月〜金の1時から1時半までとのことで、手続き出来ません。先に調べてみたけど、これはややこしい。それでも僕はバカだった。

Now picture my face when I was told this: I went to the place where they do this stuff and they told me my documents were OK. But they couldn’t do it today because they only process this from 1 to 1:30 pm, Monday to Friday. I tried to check this time before coming but I guess I failed.

De todas formas me pareció muy absurdo que teniendo el edificio abierto y con los responsables de este trámite trabajando diligentemente en su ventanilla tengan este horario tan reducido para este trámite. Así que les llené un A4 con mi opinión para el buzón de sugerencias. Os habéis librado de ver mi letra en japonés porque se me olvidó hacerle una foto a este papel.

しかし窓口も開いていて担当者もいるのにそんな短くて不便な時間帯にする意味は分からない。A4を1枚文字一杯にして、「ご意見承り箱」に入れた。その紙の写真を撮るの忘れたのをいいことと思って下さい。僕の手書きを見ないで済むので。

Anyway, I find it quite ridiculous that the building is open and the guys doing this are working, but still they can’t receive this people asking for this stuff except for those 30 minutes a day. So I filled an A4 with my opinion on the subject and put it in the suggestions box. You may be thankful that I forgot to take a picture of this paper. This way you won’t have to see my Japanese handwriting.

Dificultades pagando el seguro 健康保険の納め方が分かりづらい

Ya os comenté que en Japón los desempleados también tenemos que pagar el seguro médico y la pensión de jubilación aunque no tengamos ingresos. Pues hoy os voy a contar algunas dificultades que tuve a la hora de pagar el seguro médico.

この間ブログにも書いたけど、日本では収入がなくても無職の人でも保険料を納めないといけない。今日の話は今まで出会ってしまった納め方の分かりづらいところ。

I have written before about how unemployed people in Japan must pay their national medical insurance even when they have no income. Today, I’m talking about difficulties I had at paying my insurance.

Mi cartilla del seguro – 僕の保険証 – My insurance card

Poco después de ir al Ayuntamiento a pedir que me cambiaran de la Seguridad Social (社会保険) al Seguro Médico Nacional (国民健康保険), me llegó una carta con mi nueva cartilla del seguro junto con un impreso para domiciliar los pagos. Pero yo no quería domiciliar los pagos porque aún no sabía cuánto me iban a cobrar.

区役所に行って、社会保険から国民健康保険の切り替えをお願いしてからしばらくしたら新しい保険証が届いた。その封筒にも入っていたのは、自動振り込み依頼書。しかし保険料を教えてもらっていないのにその依頼を出したくなかった。

Soon after I went to the City Hall to ask them to switch me from Social Insurance (社会保険) to the National Medical Insurance (国民健康保険) I got in the mail my new insurance card and a direct debit form for paying the insurance itself. But I didn’t want to direct debit it yet because I hadn’t been told how much I had to pay.

Así que fui a consultar y me dijeron que la cantidad me la dirían después. Me pareció muy confuso que me enviaran primero el impreso de la domiciliación, pero como me dijeron que no hacía falta que lo rellenara todavía si no quería, pues ningún problema.

また相談しに行ったら、保険料はもうしばらくしたら郵送で教えてもらえる、とのこと。自動振り込み依頼書が先に送られてきたのは確かに分かりづらいけど、まだ出さなくてもいいと言われたからまあ、いい。問題なし。

So I went to ask them about this and they told me I’d get later another letter telling me the amount. I found it very confusing to get the direct debit form before knowing how much I should pay, but since they told me I didn’t have to fill this form yet, I was OK with it.

Primera factura – 最初の納付済通知書 – The first bill

Después me llegaron las facturas del seguro para todo un año, para que las fuera pagando cada mes, y vi la cantidad. 27200 yenes al mes. Esta cantidad se calcula a partir de mis ingresos del año pasado, y es demasiado dinero ahora que no tengo ingresos. En enero se puede solicitar que revisen la cantidad del año anterior en función de los ingresos del mismo año anterior y te devuelven la diferencia, lo que parece mucho más justo. Esta cantidad en mi caso creo que bajará mucho.

もう少しで1年間分の「納付済通知書」が届いて、1ヶ月分はなんと27200円だった。この金額は去年の僕の収入によって計算されていて、無職で収入なしの僕には高すぎる。1月には「減免制度」というのを申請すると、昨年の保険料を昨年の収入によって再計算され、納めすぎたのが戻ってくるらしい。僕の場合の金額はかなり下がりそうな気がする。

A while after I got bills for paying every month, and I saw the monthly fee was 27200 yen. This was calculated from the income I had last year, and is too much money now that I have no income. They have a revision policy that you can ask them to apply in January so they recalculate your fees based on your income of the year that just finished (what sounds more fair) and return you any money you have payed in excess. I think that should reduce my bills a lot.

Factura rebajada – 値下げ後の納付済通知書 – Reduced bill

Pero como yo insistí en que no tenía ingresos para pagar este palo de seguro de aquí a enero, me dijeron que podía pagar solo una parte y ya haríamos cuentas en enero cuando volvieran a calculármelo. Así que acordamos que por ahora yo solo pagaría 10000 yenes al mes y los otros 17200 quedarían apuntados para enero. El hombre parecía muy acostumbrado así que me dio la impresión de que hay bastantes casos así.

1月まで、言われた金額を払えるかどうか分からないと伝えたら、毎月一部だけを払っていいと言われた。残りは1月に減免制度と一緒に決済したらいい。おかげで毎月1万円だけ払っている。対応してくれた公務員さんはこの手続きにかなりなれていそうな顔をしていたので、よくある場面の気がした。

But I insisted that I might not able to pay full price all the way until January, so they told me I could pay just a part of the bill every month and we’d work it all out in January when the revision policy triggers. The guy that was dealing with me didn’t seemed surprised at all, so I got the impression that this situation isn’t rare at all.

Factura de lo que falta – 残り金額の納付済通知書 – Bill for the remaining fee

Y podéis imaginaros mi sorpresa cuando la semana pasada me llegó una factura del Seguro Médico Nacional correspondiente a junio, en concepto de los 17200 yenes que faltaban. Les conté mi historia y me dijeron que es normal que lleguen estas facturas, que las ignore. ¿Todo esto es muy confuso, o solo me lo parece a mí?

ビックリしたのは、6月分の残りの保険料の17200円の「納付済通知書」が先週届いたってこと。わけ分からないでしょ？問い合わせたらこれが届くのが普通で、無視して下さいとのこと。分かりづらくてしょうがないだろう？

Now picture my face when I got a bill in the mail last week for 17200 yen worth of June’s medical insurance. That’s exactly the amount they told me I didn’t need to pay right now! I asked them about the bill and they told me these bills always are sent, and that I should ignore them. Don’t you think this is very confusing?

Biblioteca móvil 移動図書館

El martes pasado estuve en casa de unos amigos, en un pueblo al que llego en bicicleta, y vi por primera vez lo que se llama una biblioteca móvil. Lo que no es otra cosa que una furgoneta llena de libros aparcada en un parque.

先週の火曜日は友達が住んでいる町までチャリで行って、移動図書館を初めて見た。公園にとまっている本でパンパンの車のことですね。わかります。

Last tuesday I went by bicycle to my friends’ town and saw a mobile library for the first time in my life. It’s basically like a party van full of books at the park.

Puedes sacar libros con la tarjeta de la biblioteca local, y devolverlos la semana siguiente cuando la furgoneta vuelva a tu parque más cercano. Es una forma muy obvia y bonita de acercar la cultura a la gente.

市立図書館のカードで貸し出しできて返しは翌週、移動図書館がまた家の近くの公園にきたとき。文化を人の近くまで運んでくれているのは当たり前すぎて素敵。

You can take out books with your card for the local library, and return them when the van is back at the same park near you next week. A very obvious and beautiful way to put culture near people.

Y también es una buena excusa para acercarse al parque. ¡Arre, caballo!

公園に行くきっかけにもなるし。ひひ〜ん！

And a very nice excuse to go to the park. Yeeha!

Comiendo en Savatei 鯖亭でお昼

Hacía tiempo que no iba al Savatei y hoy he comido allí. El plato principal era tofu frito, en primer plano y cubierto de daikon rallado y katsuobushi (bonito seco laminado).

最近鯖亭には全然行ってなかったので、お昼に寄った。今日の日替わりのメインは揚げ豆腐だった。

Lately I haven’t been going to Savatei so I went there for lunch today. The main dish was fried tofu, covered with daikon and katsuo bushi.

Como siempre había muchos platitos distintos con cosas buenísimas para la salud, entre ellos una quiche de hijiki (un alga). Era la primera vez que probaba esta combinación de ingredientes europeos y japoneses, y estaba muy bueno. Todo estaba muy bueno. Además el té que me pusieron era manzanilla, lo que fue una sorpresa más. ¿Cuánto haría que no me tomaba una manzanilla?

健康に良さそうな小皿がいっぱい付いていたけど、一番驚いたのはヒジキのキッシュ。そんな和＋洋食は初めて見た！もちろん、美味しかった。全部旨かった。また、もらったお茶はカモミールだった！それは、また驚いた。何年ぶりのカモミールだろう？

As always, there were plenty of small dishes with stuff that is probably very good for health. What surprised me most was a quiche filled with hijiki, a sea weed. The western-eastern combination was very good, everything was very good. And the tea I was served was chamomile, a.k.a. surprise number 2. How long has it been since I last had chamomile?

Y la primera foto se ve mejor, pero en esta ves todo lo que había. Siempre salgo muy satisfecho de Savatei ¡y la comida solo cuesta 500 yenes!

一番上の写真の方がよく見えるけど、このしたのでは全体が見れる。鯖亭に行くときはいつも満足しています。500円は安い！

The first picture is better, but on this one you can see everything. I’m always satisfied at Savatei, and all this is only 500 yen!

Además tiene un ambiente muy especial. Como está en una zona residencial, no se suele ver gente con prisa, los que están suelen hablar entre ellos… Un encanto de sitio, vamos. Hoy he conocido a una mujer muy amable que me ha invitado a ir mañana a clase de Aikido… ¡A las seis y media de la mañana! Muchas gracias señora, le prometo que me levantaré.

それに、何となく神秘的な雰囲気がある。住宅地にあるから急ぐ客はあまり見ないし、人はのんびりしていたりお話ししていたりする。素敵なところだ。今日出会った女の方に、合気道の体験に誘われちゃった。ありがとうございます！明日はちゃんと早起きします。（体験は午前6:30からだ）

Also the restaurant has a very special atmosphere. It’s deep in a suburb, so you don’t see many people in a hurry for lunch. People take it easy, talk among them… A wonderful place. Today I met a woman who has invited me to experience an aikido class tomorrow… at 6:30 am! Thank you very much, I promise I’m getting up.
